Election Canvass Board Meeting - May 15, 2026

CANVASS BOARD

A Meeting of the Election Canvass Board will be held on Friday, May 15, 2026, at 3:00 PM, via Zoom and in person in the IT Training Room located at 100 PMC Drive, Meeker, CO 81641. The purpose of the meeting is to conduct the official canvass of the Special Election held on May 5, 2026, including review, reconciliation, and certification of election results. This is an open meeting, not a public hearing. No public comment will be taken, and no board actions will be considered.

For the special election held for the Eastern Rio Blanco County Health Service District on May 5, 2026.

UNOFFICIAL ELECTION RESULTS – May 5, 2026

Election night results remain unofficial until the final tally on Thursday, May 14, 2026. The final tally will include any military or overseas ballots voted before Election Day and received before May 13, 2026. 

Final Official Election Results will be posted on Friday, May 15, 2026 after the election is finalized and certified by the Canvass Board.

SPECIAL DISTRICT RECOUNT FAQ

Once the Final Official Results are certified by the Canvass Board, state law dictates recounts.

What is the threshold for a mandatory recount?
If the difference between the candidate receiving the highest number of votes and the candidate receiving the second-highest number of votes (or yes/no for ballot measures) is less than ½ of 1% of the total votes cast for the candidate with the highest number of votes, there is a mandatory recount.

Example 1:
Candidate A receives 12,738 votes
Candidate B receives 12,541 votes = Difference of 197 Votes
½ of 1% of Candidate A’s total = 12,738 x 0.005 = Difference of 63 Votes
Result: NO Mandatory Recount

Example 2:
Candidate A receives 200 votes
Candidate B receives 199 votes = Difference of 1 Vote
½ of 1% of Candidate A’s total = 200 x 0.005 = Difference of 1 Vote
Result: Mandatory Recount

Who calls and conducts the recount?
The Designated Election Official calls and conducts the mandatory of requested recount no later than 28 days after Election Day. The Designated Election official appoints eligible election judges that may assist in the recount and the canvass board shall assist if available. Election judges appointed to assist in the recount may not served in the election.

What should we know about a mandatory recount?
A mandatory or must be completed no later than the twenty-eighth day after the election (June 2, 2026). The designated election official shall give notice of the recount to the District governing board and the affected candidates. An affected candidate is allowed to be present and observe the recount.

Interested Party Requested Recount
If a mandatory recount is not called, an interested party (losing candidate or issue party) may request a recount through a notarized written request at the interested party’s expense when a recount is not required by statute. A recount request must be made to the Designated Election Official within 17 days after the election (May 22, 2026)

District Board Election Notice – May 5, 2026
The district will conduct a mail-in election on May 5, 2026 to fill open positions on the Board of Directors. Ballots will be mailed to eligible voters.
The following seats are up for election:
One-Year Term
  • Albert Rudolf Krueger
  • Shawn J. Bolton
Three-Year Term
  • Danette Coulter
  • Bobby Gutierrez
Completed ballots must be returned in accordance with the instructions provided in the ballot packet in order to be counted.
Additional election information, including ballot mailing timelines and certification details, will be provided as it becomes available

Notice of Special Election and Call for Nominations

Notice is hereby given that the Eastern Rio Blanco County Health Services District will conduct a Special Election. Qualified electors interested in serving on the Board of Directors are invited to review the Call for Nominations below for information regarding available board positions, eligibility requirements, self-nomination procedures, and applicable deadlines.

The Special Election is for two separate seats. One seat is for a 1 year term (expiring May 2027) and the other is for a 3 year term (expiring May 2029).
